Fostex control pcb from a B16 but may have been used in some other models
the fixed one is clamped down so always shows the same side to the tape and wears in one spot so should be turned at a service
there should be a small piece of felt underneath to allow some give and take when putting on or taking off reels
it may well be the same on other Fostex models I have some E16 ones elsewhere listed they look mechanically the same but its a slightly heavier casting and maybe a mm taller so kept them apart
